Proposed Development: Subdivision of house into four flats
En-Plan were approached to act as the Planning & Architectural Consultants for a local developer to sub-divide an existing residential property in Gorleston into four self contained units. As the site is in a Town Centre location parking requirements are reduced allowing EN-PLAN to secure the permission by arguing this point successfully, and thus allowing thus allowing the development to progress swiftly through the planning process.

The Council noted that the application will involve some minor changes to the external appearance of the building and internal alterations to change from a five bedroom house to four flats. Flat 1 will consist of a
living/kitchen room, separate bedroom and a shower room, Flat 2 will have a living/kitchen area and
bathroom on the ground floor and a bedroom on the first floor, Flat 3 is on the first floor and will
have a kitchen, shower room and bedroom/living room, Flat 4 occupies the remainder of the first
floor and the second floor and will have two bedrooms, two shower rooms and a living room/kitchen.
There is off-road parking for two cars at the front and a garden at the rear, there is space to store
bins at the side and rear of the property but a specific bin storage area has not been defined on the
submitted drawings.
The neighbour to the west (no. 7) has objected on the grounds of extra traffic, parking and services
and that there is not enough off-street parking for all of the flats, they also say that there is an
existing problem with parking on the road because of lack of garages and from customers of the
Cliff Hotel. There are similar problems with parking on most of the terraced roads in the older parts
of Gorleston, in this case the building will change from a large, five bedroom family house to four
flats, if the building remained as a house there is the potential for the occupiers to have several cars
and there is no certainty that the occupiers of the flats will all own cars. The proposal will have offroad
parking for two cars and the Highways Officer has no objection to the application. It would
therefore be difficult to justify refusal of the application on highway grounds.
The other half of the semi has been converted to six flats so there is not a property used as a single
unit of family accommodation directly adjoining the development, the conversion will not affect the
external appearance of the building or the character and amenity of the area. The majority of the
houses on Springfield Road are single dwellings but there are other flats at no. 1 Springfield Road
and nearby on Cliff Hill. Taking this into considereation the Council recommneded apporval for this sustainable scheme.
