Key planning considerations are job creation, visitor spending, regeneration of deprived areas, environmental impact, transport & infrastructure, community impact, heritage & landscape (protecting historic sites, National Parks, Areas of Outstanding Natural Beauty).

 

Types of Leisure & Tourism Developments in the Planning System include urban regeneration projects (stadiums, arenas, waterfront redevelopment, cultural quarters), rural tourism (holiday parks, eco-lodges, golf courses, farm diversification), coastal tourism (marinas, seaside attractions, caravan parks) and heritage and cultural attractions (museums, historic site facilities, festivals).

 

Challenges and tensions include balancing growth with sustainability, how to deal with high seasonal demand and pressure local services, Large-scale proposals are often controversial (e.g., theme parks like London Resort in Kent faced strong opposition), climate change has led to a new focus on sustainable tourism, green transport, and resilient infrastructure.

 

Example Cases include the Eden Project, Cornwall, Blackpool regeneration (leisure-focused planning to revive declining seaside tourism) and deevlopment in National Parks where strict planning controls balance tourism (visitor centres, trails) with conservation.

Case Study: Installation of Multi-Use Games Area | Pavilion, Stonehouse Close, Cubbington, Leamington Spa, CV32 7LP.

This application seeks permission for the installation of a Multi-Use Games Area (MUGA) and small pavilion at Stonehouse Close, Cubbington. The proposal aims to enhance local recreational provision and support healthier, more active lifestyles for residents of all ages, and follows on from our succcess in delivering a new hobby room through a successful plannig application.

Cubbington Parish Council apprpoached En-Plan with a proposal to develop a new Multi-Use Games Area (MUGA) at Cubbington Village Hall. The proposed development seeks to enhance local recreational provision, promote healthy lifestyles, and provide inclusive sporting opportunities for residents of all ages within Cubbington and the surrounding area.

The Village Hall is a well-established and valued community facility, serving as a central hub for social, recreational, and educational activities. However, there is currently limited formal outdoor sports provision within easy walking distance for young people and families. The introduction of a MUGA will address this shortfall by delivering a safe, accessible, and flexible space capable of accommodating a range of activities including football, netball, basketball, and general fitness training in line with National Plannig Policy and Warwick District Council adopted Planning Policy.

The proposed MUGA will be sensitively positioned within the existing grounds of the Village Hall to minimise visual impact and protect neighbouring amenity. The design will incorporate low-level, directional LED lighting (subject to agreement), acoustic fencing to reduce noise transmission, and appropriate landscaping to soften the appearance of the facility. Hours of use will be managed to ensure the amenity of nearby residents is preserved.

Overall, the proposed MUGA represents a sustainable and community-focused enhancement to the Village Hall site. It will deliver significant social and health benefits while respecting the character of the area and the amenity of neighbouring properties, and as such the submitted application was duly approved..
