2 Hillcrest Road, Thorpe St Andrew, Norwich, Norfolk.
Following a site meeting with the applicants to conduct a Planning Appraisal it was decided to apply for change of use of the existing ground floor hair salon into residential use so that when coupled with the existing first floor residential flat would provide and a new three bedroom mid terrace unit, with a new bespoke single-storey rear extension to allow for an element of open plan living at ground floor. As part of the application a new boundary wall and gate was also added to the fore to enclose the off road parking area to the fore and give a sense of security for future occupants.
The application was submitted to Broadland District Council Planning Department and full approval was granted in July 2019 subject to conditions. The five conditions attached covered the usual time constraint of three years in which to start work and that development would be carried out in accordance with approved plans. The planning department also attached a conditions requiring that the new boundary treatment was completed prior to occupation of the unit. With conditions such as this it is important to ensure they re done at the correct point otherwise there is a risk of Enforcement action being taken. However, at En-Plan we have the detailed knowledge concerning discharging planning conditions and how to deal with Planning Enforcement issues.
