EN-PLAN are ideally placed to provide provide Planning and Architectural Consultancy assistance to any development projects in Warrintgon. We have an excellent working relationship with Warrington Council and a full working knowledge of the Planning Policy that covers the planning application process, and adopt a collaborative approach when working with the Council and client to achieve a successful outcome. Our close working relationships with local authority planning and conservation and building control officers enables us to adapt to fast changing regulations and complete projects in line with clients’ objectives. We offer a complete range of planning consultancy and architectural design services. This means we are one of the few companies that can offer a ‘one stop shop’ service from inception to completion and have a proven track record in delivering planning approvals in Warrington.
Warrington presents masny opportunities for growth and developemnt and Warrington is the most northerly of the local authorities in the Cheshire area. It shares boundaries with Halton, Cheshire West and Chester, Cheshire East and the four metropolitan Boroughs of St Helens, Wigan, Salford and Trafford. Warrington’s economic gravity covers a much larger area than the Borough and extends into the adjoining conurbations to its east and west. The Borough comprises the main urban area of Warrington, surrounding by a rural hinterland which includes a number of distinct settlements. The town of Warrington is the largest urban area in Cheshire by some way (being over twice the population of Chester, the second largest) and is one of the largest free standing urban areas in the North West of England outside the two conurbations of Merseyside and Greater Manchester. Warrington is located mid-way between the conurbations of Liverpool and Manchester with swift direct rail linkages with each. It sits astride most of the key communications routes in the North West – rail, road, water and air. Both the River Mersey and the Manchester Ship Canal run through the heart of the Town.
In 1968 Warrington was designated as a New Town, primarily to take economic advantage of its unique position at the hub of the region’s communication network, evidently aided by the arrival of the regions motorways. Warrington was also becoming a significant growth area and the New Town was designated in part to manage and direct this rapid growth and to tackle the congestion issues it was facing. The Warrington New Town Outline Plan, approved in 1973, set out a strategy to expand the town’s population from about 120,000 to 200,000 by the year 2000. Whilst the planned rate of growth was not fully achieved, the town physically expanded further outwards, the population grew significantly and the growth that took place has markedly changed the status, profile and character of the town. As a result Warrington has evolved from being a medium-sized industrial town to the home of major national and international companies, attracting working people from across the region.
Since the end of the New Town era, strategic planning policies sought to arrest outward growth of the Town partly through recognition of the scale of growth achieved and partly through recognition that the New Town development had little effect on the older urban areas of Inner Warrington. Recent efforts have therefore focused on regenerating and ‘restructuring’ the older core of Warrington Town and maintaining the distinct identity of the Borough’s countryside and smaller settlements.
EN-PLAN routinely prepare and submit planning applications for a variety of proposals, ranging from small to medium sized redevelopments to larger development proposals and unique one-off projects for local developers and individuals. With a background in Local Authority Development Control, we have an excellent and up-to-date understanding of planning law and legislation. We also prepare listed building applications and Certificates of Lawfulness and can discuss any planning issues that may be affecting you as a third party.
Initial work often involves a planning appraisal, which will involve making an assessment of the physical aspects of the site and the relevant planning policies that apply. This background information allows us to develop a set of parameters that assist in the design process. Initially this may often be in sketch form in order to obtain pre-application advice from the local authority. Once we have established agreement relating to principles such as development, design, layout, scale, mass, density and form, we then progress with a formal planning application.
As part of our service we offer a free no obligation consultation to discuss your proposal as not all development requires planning permission as some development is allowed, this is called permitted development. You can find out if you need planning permission on the Government’s Planning Portal website.
Our role is to take responsibility. We see securing planning permission as much more than just complying with the relevant planning regulations. We believe in providing clear and concise recommendations, which identifies planning risk and opportunities and is part of a comprehensive analysis of all options for the site in question.
We have an excellent track record in achieving planning consent and provide our own in house architectural design service. We can also provide your with the additional specialist reports required alongside a formal planning application whether that be a Flood Risk Assessment, Design & Access Statement, or a Heritage Statement.
Post planning approval we can assist in discharging planning conditions, varying any existing conditions attached to your permission, and make any non-material amendmnets required, thereby speeding up the delivery of your development. We can manage your Building Regulations Application and provide the technical detail required for this, thereby giving you approved technical specification with which to build from. Should planning permission have been refused we run an excellemt Planning Appeal service to correct unjust refusals.
